An Caution to Keir Starmer from His Own History: If You're Not Bold regarding Britain's EU Exit and Europe, His Party Challengers Will Be.

Seven years ago, a mere eight words to energize the party's annual gathering and to show the party was falling out of love with Jeremy Corbyn. Although not exactly stirring rhetoric, the phrase met with rapturous applause as delegates rose in spontaneous acclamation.

As the commotion died down, Keir Starmer, remained at the lectern, visibly startled. He was unaccustomed to his speeches having such an effect. All he had said was: "Nobody is ruling out staying in the EU". But context is everything.

During that darkly divisive time in 2018, departing from the prepared script like this was always going to be seen as issuing a challenge to Jeremy Corbyn, who was trying to prioritise leave supporters in key constituencies over the pro-European instincts of his party. With that single address, this seemingly cautious opposition Brexit spokesman underwent a transformation – if only for a while – into a political gambler who would stand up for the party's base against the leadership he would later replace.

The Shift of Stance and Closed Issues

In the years since, much has happened, not least to Starmer himself. One of his first acts upon assuming leadership in 2020 was to declare the EU question had been settled by the 2019 national vote. During the most recent campaign, he consistently stressed unbreakable pledge commitments that ruled out re-entry into the EU, the single market or a customs union.

Similar to Corbyn, his strategy has been to pursue pro-Leave voters in key seats, despite polling evidence indicates a significant number have died or changed their minds.

Pressure Building on the EU

Yet, the tables have turned and the prime minister’s turn to be an embattled Labour leader. While Europe is no longer the boiling pot in UK politics, a lid which was tightly sealed since Brexit is starting to loosen again.

The Prime Minister and Chancellor have intensified the rhetoric regarding the damage caused by Brexit has caused to Britain's economic standing. This serves as an effective tool with which to beat the Reform UK leader, who now rarely mentions how leaving the EU was his primary goal and is still his only real achievement.

And yet, the extent of the economic harm, which by some estimates has resulted in a national economy that is significantly diminished compared to EU membership, towers over the minor adjustments so far offered by the government. The PM's much-touted re-set deal agreed with Brussels in 2024 offers economic benefits quantified in low decimal points.

Internal Pressure & Ambitious Proposals

The chancellor is among those attempting to bypass entrenched Home Office resistance to an expansive version of a growth-enabling program for young people by which youths can move between the UK and the EU to study or work.

The deputy prime minister has pondered publicly about the clear advantages of joining a customs union with the EU, while a dozen Labour MPs, such as the head of the powerful finance committee, last week voted for an opposition proposal on customs union membership.

While the Europe minister, the minister in charge of EU policy, now present at every cabinet meeting, maintains the firm boundaries are still in place, there exist avenues to work around them. A proposal would be to announce the start of talks immediately for a more ambitious agreement, for inclusion in the next manifesto, to be enacted only after Labour won a new electoral mandate.

Starmer's Fundamental Scepticism

However, Starmer has most recently damping it all down again by warning a return to an EU customs arrangement would “unravel” the commercial agreements with America, which he regards as signature achievements of his government.

Reportedly that Starmer's doubts go still deeper, and is rooted in several key concerns.

  1. Firstly, he thinks any customs union agreement is now significantly more difficult because his ministers actively diverging from European rules across a range of policy areas, including the environment.
  2. Second, the prohibitive cost demanded from Britain for entry into a European defense initiative and the subsequent collapse of negotiations has convinced UK negotiators that European nations have little interest in offering favorable terms to the UK than in proving that Brexit does not work.
  3. Lastly, the new US national security strategy, which has been welcomed by Moscow, is seen by key advisors in Number 10 as a reason for the UK to keep its distance from the EU.

A Bizarre Document & Strategic Considerations

This strange and concerning American strategy paper claims Europe is threatened by cultural extinction because of immigration. It contains only one reference of the UK, placed beside a proposal that Donald Trump’s administration will intervene in British politics to encourage the growth of “patriotic” parties.

However, instead of concluding that this makes America an undependable ally, the government reportedly fear that deeper EU integration could upset the global balance by endangering precarious American backing for Ukraine, Nato and much more besides.

Succession Chatter and The Ghost from the Past

All of which brings us back to 2018. Starmer has always said that address was not an attempt for the leadership but merely an effort to preserve the “option” of remain being on the ballot paper. In fact, in those days, he still supported a tailored trade agreement of the kind he now appears to be opposing.

Observers within the Prime Minister's office have noticed that Wes Streeting, who just about everyone assumes would be a candidate for the leadership, is part of a clutch of cabinet ministers signaling they desire greater ambition on Europe.

Aides to the Deputy Prime Minister, another probable runner in a contest to replace Starmer, maintain she won’t discuss her stance regarding a customs pact because it would only “fuel unnecessary gossip”.

The Clear Risk and A Wise Memory

The risk is clear. Should the PM reject more meaningful steps towards EU alignment, he cedes ground to occupy the space where the overwhelming majority of the party's supporters are to be found.

It would be prudent for Starmer to recall the effect that a short phrase had on his career seven years ago. Potential pathways for a major proposal on Europe that the prime minister should not “rule out”; he should prise them open himself, before someone else adopt them as their own.
